NYC Inspections Reveal ‘Unsafe’ Parking Garages, With Hundreds of Late Reports Pending

Queens-based contractor Central Construction Management has initiated the core-and-shell restoration of an aging parking garage on South William Street in Manhattan’s Financial District. The garage is one of nearly 150 identified as “unsafe” or in need of repairs under NYC’s Periodic Inspection for Parking Structures (PIPS) program. Mandated by a local law passed in 2021, the PIPS program requires owners of parking structures to file inspection reports, and fines are imposed for non-compliance. Despite a 62% compliance rate, the impact of the program is evident, with structural defects already discovered in a garage on 10th Avenue in Hell’s Kitchen. The PIPS program aims to enhance public safety and protect against hazardous building conditions, emphasizing the importance of compliance and timely inspections in the city’s parking facilities.
