The Lancaster Parking Authority (LPA) sought the services of O&S Associates, Inc. to provide professional engineering services for the assessment and repair of their parking structures. The LPA has five parking garages that they own and operate and two additional garages that they operate for other owners. The LPA has a proactive facility maintenance plan in place to maintain and repair the parking garages. O&S assisted them with their 2017 efforts to assess the garage conditions and to implement repair programs. The repairs focused on the Prince Street, Water Street, and East King Street garages.
In 2017 the Prince Street Garage underwent a major structural repair program to address the deterioration of the cantilevered concrete helix structure used as the main exit ramp for the garage. The project had a significant number of challenges including traffic rerouting, temporary protections, shoring design and installation, and repair design and implementation. The project was an overall success as it achieved the goal of successfully implementing a complicated repair to the main component of the garage structure.
The five parking structures include: Duke Street Garage, Prince Street Garage, Water Street Garage, Penn Square Garage, East King Street Garage. This project is ongoing, and the comprehensive condition assessment, design, bidding, and construction administration services related to the necessary repairs for the remaining garages are forthcoming.
