In the bustling cityscape of Cleveland, OH, parking garages stand as vital structures that accommodate the daily ebb and flow of vehicles. To ensure these facilities remain safe havens for cars and their owners, the city has enacted a comprehensive ordinance mandating regular inspections and reporting. This new legislation underscores the city’s commitment to public safety and the preservation of its infrastructure. It establishes a systematic approach to evaluating the structural health of parking garages, thereby safeguarding the well-being of residents and visitors alike. Through this ordinance, Cleveland sets a precedent for proactive urban management and the maintenance of its architectural assets.

To ensure the safety of parking garages, Cleveland has introduced the following regulations:

(a) Inspection Requirements

  • Parking garage owners must conduct a thorough inspection of the structure and its components at least once every five years.

  • Inspections must be carried out by a qualified inspector to determine the safety of the structure, identifying any areas that are safe, unsafe, or safe with required repairs and/or monitoring.

  • If deficiencies are found during a general inspection, a detailed inspection is necessary.

  • Inspections should adhere to the latest ASCE 11 standard for structural assessment.

(b) Registration and Reporting

  • Owners must register their parking garages with the Director of Building and Housing, detailing the conditions found in the inspection report.

  • A comprehensive inspection report must be submitted, documenting the condition of the structure’s walls, floors, ceilings, ramps, and other components.

  • The report should be filed every five years and include:

    • The garage’s location, construction year, and inspection date.

    • The inspector’s name, address, and title.

    • A detailed description of the inspections conducted and any remedial work required.

    • Owners are required to maintain complete inspection documentation on-site or produce it within 48 hours upon request.

(c) Compliance Timeline

  • New inspections and reports must be completed and filed within one year of the ordinance’s effective date, with subsequent reports every five years.

  • If a garage was inspected before the ordinance, a report of that inspection must be filed within one year, followed by five-yearly reports.

(d) Addressing Unsafe Conditions

  • Upon discovering any unsafe condition, owners must immediately notify the Director of Building and Housing in writing and commence necessary repairs or safety measures to rectify the issue.

This ordinance aims to maintain the structural integrity and safety of parking garages through regular inspections and proactive measures. Compliance with these requirements is essential for the well-being of all users of these facilities.
